"Who can make a rainbow?" Sorry, Sammy Davis Jr. but it is not the Candy Man. God made the first rainbow and every one since as a reminder that He will not flood the Earth entirely again. That is not to say there will not be any localized flooding.
As we continue with God questioning Job we see that God is the One in control of the weather. He tells it when to rain, when to snow, how much and where. Interestingly, He not just sends the rain to where man is at and supports man but He also sends rain to the desert where man doesn't live showing that He cares for all of His creatures.
When you stop and think about it He is not only in control of the weather but also cares enough about what is going on with each one of us personally. He knows when a sparrow falls to the ground and provides the birds their food. He surely knows what is going on in each and everyone of our lives.
